Inc. (February, 1995). No further preliminary design
work is required before proceeding with final design and construction.

Of the six detention ponds recommended in the Master Plan which have yet to be constructed,
two (Detention Basins 2 and 3) are located on land currently owned by Canon City. Detention
Basins 4, 5 and 8 are located on privately owned parcels, and Detention Basin 9 is on property
owned by the State of Colorado. Construction of basins on private and state owned parcels will,
at a minimum, entail acquisition of construction, access and flood easements. The preference of
the City is to purchase the property rather than acquire easements. Ownership of the property
would permit the City to revegetate it and thereby reduce the amount of sediment generated.
Purchase of the properties or acquisition of easements will be required before construction of the
detention ponds and their outlet structures can begin.

Requirements for environmental and other permits is unknown. Canon City has contacted the
appropriate state and federal agencies for their assessment of project impacts and associated
permit requirements and is presently awaiting replies.

1II-3
