<br />Since the City/County criteria is based on future conditions, modification to <br />the floodplain and flooding will also be based on future conditions. The FEMA <br />does not recognize future conditions as part of the NFIP map development <br />process. Therefore, conditional LOMR/LOMA must be filed with FEMA. The <br />submittal and payment procedures for conditional LOMR/LOMA is outlined in the <br />"National Flood Insurance Program and Related Regulations - October 1985 <br />Revision", 44CFR-Part 72.4. A surrmary of this process is shown in Figure 4-3. <br /> <br />4.2 Master Development Drainage Plan <br /> <br />The purpose of the Master Development Drainage Plan (MDDP) is to identify major <br />dra i nageways, ponding areas, 1 ocati ons of cul verts, bri dges, open channel sand <br />drainage basins which are tributary to the proposed development. Phased <br />developments greater than 10 acres must submit a MDDP. The MDDP should present <br />alternate solutions to drainage problems which may have been identified by the <br />Drainage Basin Planning Study. The ability of downstream drainage facilities <br />to pass developed runoff from the proposed development must be thoroughly <br />analyzed in the MDDP. <br /> <br />The report shall include but not be limited to the following information and <br />calculations: <br /> <br />1. Calculations for design peak flows from all off-site tributary <br />drainage basins. <br /> <br />2. Calculations for design peak flows within the proposed development <br />for drainage sub-basins larger than 10 acres. <br /> <br />3. Discussion and analysis of existing and proposed downstream <br />facil iti es. <br /> <br />4. Discussion of drainage problems anticipated to occur within the <br />development and their solutions. <br /> <br />The drawings shall include but not be limited to the following information: <br /> <br />1. ~r.JIII. .n,f'toOlfplains 1IIUS1: be i_ti'fielf. <br /> <br />2. Existing topography. <br /> <br />3. Location and size of open channels, bridges, culverts, storm sewers <br />and ponding areas. <br /> <br />4. Identification of all drainage basins tributary to the development. <br /> <br />5. Identification of basins larger than 10 acres within the development. <br /> <br />6. Location of all streets classified larger than residential. <br /> <br />7.
