<br />A DBPS shall show the conduits, channels, natural drainage courses, <br />major retention reservoirs, easements, culverts and all other major <br />hydraul ic facil ities which are required to provide for the drainage and <br />control of surface waters within said basins and to carry such waters to <br />designated pOints of outflow or discharge. Sub-basins within designated <br />drainage basins shall be delineated at approximately 130 acres in <br />contributing area. The studies shall include an estimate of the cost of <br />providing the said drainage facil ities, the computation of such costs to <br />include the expense of the studies. The estimated cost per acre of <br />providing said facilities shall be determined within each drainage basin <br />by dividing the number of acres within said drainage basin into the total <br />cos t as herei n provi ded. Large open pub 1 i c park areas shall not be <br />included in total area. City/County funding participation in each case <br />shall be detennined by the City Council and County Commissioners as <br />recommended by the Storm Drainage Board. Thi s per acre cos t shall be <br />known as the unit drainage fee. The unit drainage fee is discussed in <br />more detail in Chapter 3. <br /> <br />Master Development Drainage Plan - A detailed Master Development Drainage <br />Plan (MDDP) will be prepared for new phased site developments within a <br />given drainage basin. The purpose of the MDDP is to complete drainage <br />planning for the total proposed development before embarking on individual <br />phases. Site requirements for the new developments will be identified in <br />the MDDP, including public improvements. The MDDP must identify hydrology <br />and hydraulics of existing/proposed drainageways and appurtenant <br />structures that are within and tributary to a proposed development. This <br />hydrology should be compatible with the DBPS at each 130 acre outfall. <br />Changes as proposed in the MDDP, must be analyzed within the context of <br />the DBPS to detennine impacts on downstream users. The MDDP will govern <br />the general treatment of drainageways from a safety and maintenance pOint <br />of view. The plan outlines the methods which need to be used for the <br />protection of public facilities such as bridge crossings and utilities <br />plus the protecti on of pri vate property adj acent to the banks of the <br />drainageways. Right-of-way requirements must be delineated on the plan <br />for all open channel drainageways, storage facilities and other drainage <br />st ru ctures. <br /> <br />A Master Development Drainage Plan shall be required for any phased <br />res i denti a 1, commerc i a 1 or indus tri a 1 development greater than 10 acres <br />before any approval for land annexation, rezoning or subdivision or <br />whenever there wi II be significant impacts to the basin upon review by <br />City/County personnel. <br /> <br />Preliminary Drainage Report - The purpose of a Preliminary Drainage Report <br />(PDR) is to identify and propose specific solutions to drainage problems <br />that would otherwise occur as a result of proposed development. Detailed <br />analyses of drainage basin hydrOlogy and hydraulics is required. <br />Alternative solutions to drainage problems will be noted and the capacity <br />of drainage facil ities to pass developed storm water runoff downstream <br />from the new development evaluated.
