<br />These goals, or combinations of these goals, as they are pursued within an <br />urban region, have the potential to influence greatly the type of drainage <br />subsystem selected. Planning for drainage facilities should be related to <br />the goals of the urban region and should be looked upon as a subsystem of <br />the total urban system, and should not proceed independently of these <br />considerations. <br /> <br />STORM DRAINAGE IS A PART OF THE TOTAL URBAN ENVIRONMENTAL SYSTEM. <br />THEREFORE, STORM DRAINAGE PLANNING AND DESIGN SHALL BE COMPATIBLE WITH <br />COMPREHENSIVE LAND USE PLANNING. <br /> <br />1.2.2 <br /> <br />Planning Review Policies <br /> <br />There are four levels of drainage planning which start at conceptual <br />Master Plan levels and focus down to drainage plans and specifications. <br />Initial planning is in the form of a Drainage Basin Planning Study which <br />was previously described as being directed by broad general framework <br />goals. The next level of planning is a Master Development Drainage Plan <br />which provides a greater level of hydrologic and hydraulic detail as well <br />as interface requirements with the Drainage Basin Planning Study. A <br />Master Development Drainage Plan is typically the first drainage submittal <br />required for a comprehensive development plan. However, if a current <br />Drainage Basin Planning Study has not already been completed, the <br />developer may be required to perform the study. <br /> <br />In addition to master drainage plans, each new development will require a <br />Preliminary and Final Drainage Reports. Each of these levels of drainage <br />planning and design is further defined here. <br /> <br />Drainage Basin Planning Study - A Drainage Basin Planning Study (DBPS) <br />involves an engineering and planning study of a drainage basin which is <br />tributary to a major receiving stream. Within El Paso County there are 13 <br />major basins, 23 receiving streams and 139 designated drainage basins. <br />Within the City of Colorado Springs, there are 27 designated drainage <br />basins which are cross referenced to the County basins in a recent report <br />completed in May, 1986 entitled, Drainage Data Base - Drainage Basin <br />Identification and Fee Estimation Report.
