<br />VII. GOVERNMENTAL ACTIONS AND RESPONSE <br /> <br />During the months of May, June and July in 1995 CWCS staff, the Colorado Flood Task <br />Force and the Colorado Office of Emergency Management (OEM), in cooperation with local, <br />state and federal agencies, spent a great deal of time monitoring snowpack levels, temperatures <br />and streamflows. This was done to facilitate preparedness and response efforts related to the <br />runoff season. Due to very heavy snows in April and May and JUlle, the threat of snowmelt <br />flooding was high. There was concern about the threat of flooding in many of Colorado's <br />watersheds. That concern led to a substantial effort by CWCS staff during the 10 weeks from <br />early May to mid-July. <br /> <br />The CWCS response, in cooperation with the Task Force, OEM and the State Engineer's Office <br />included the following actions/activities: <br /> <br />. Statewide notice regarding the purchase of Flood Insurance <br />. Flood Forecast Measures including the weekly puiblication of "Flood Outlook" <br />. Monitoring and Documentation of Specific 1995 Flooding Events: <br />. Evaluation and Preparation of Flood Conveyance Systems <br />- Advance Measures <br />- Estimating Channel Capacities <br />- Determination of the Role of Flood Control and Non Flood Control Reservoirs <br />- Determination of the Role of Irrigation Diversions <br />. Requests for Assistance in the Preparation of Local Mitigation Plans <br /> <br />Flood Insurance and Communitv ParticiDation <br /> <br />See Attaclunent No. V for News Release <br /> <br />Flood Convevance Measures <br /> <br />In 1995 flood damages were prevented at many location due the mitigation measures that <br />were constructed following the 1983, 1984, 1993 floods. In addition, many locations enjoyed <br />flood control benefits because of the improved management of reservoirs in 1995. 1995 was also <br />marked by better advance preparation by local governments. Through the efforts of the Colorado <br />Flood Task Force, the word about the potential runoff got out to the flood-threatened areas. That <br />word enabled the local governments to better implement "advance measures" to prepare for any <br />flooding. The communities of Frisco, Summit County, Grand Junction, Delta, Delta County, <br />Gunnison, Gunnison County, Georgetown, Clear Creek County, Routt County, Garfield County, <br />
