CWCB

Dear Members and Participants of the Colorado Flood Task Force:

The ] 995 Colorado Flood Task Force proved to be a very effective and efficient vehicle for
providing unified technical information to the public. In particular, much of the information
provided by one member was extremely useful to other members and users in making flood
forecasts and in implementing flood preparedness activities.

As we approached the 1995 snowmelt runoff season, the state's snowpack was at a record high
on many snow courses and the highest since the 1984 flood season on others. That year, a $31
million presidential flood declaration was declared in western Colorado for 17 counties and their
associated municipalities. This report provides a record of the flood events which occurred in
Colorado during the spring and swruner of 1995. It describes what occurred and how
government responded. It identifies those innovative actions that evolved including mitigation
techniques to reduce flood losses. It further identifies mitigation recommendations for future
flood preparation and recovery operations. .

It was my profound pleasure to work with Task Force Members and others. I look forward to
working with you in the future to better serve the State of Colorado. You should feel proud of
your participation and accomplishments as a member of the Task Force and especially the
mitigation opportunities documented in the 1995 Colorado Flood ReporL

Sincere! y,

o

Larry F. Lang. P.E., Chair
Colorado Flood Task Force
