We appreciate the opportunity to review this information.

Dear Mr. Wright:

We have performed a cursory review of the Master Drainage Plan for the Rocky
Flats Plant Site as submitted by your letter dated July 18, 1991. Your study methodology
appears to be reasonable for the study area. Therefore, we support the UD&FCD
recommendation on the study findings.

We have reviewed the information provided in the above referenced report for
consistency with the District's master plans for Big Dry Creek and Walnut Creek, and
more specifically the master plan discharges from Standley Lake Reservoir and Great
Western Reservoir. The master plans are dependent upon maximum loo-year discharges
from these reservoirs, and as you know, those maximum discharges are the subject of
agreements between the District, Westminster and Broomfield.

Should your client decide to implement floodplain management practices on the
subject streams, the 100-year floodplain information must be in compliance with the
CWCB's Rules and Regulations for Floodplain Designation and Approval.

We have reviewed your explanation of how .the hydrologic analysis was completed, as
well as the comparison between your results and those previously published by the
District. We believe the procedures you have utilized, and the results you have obtained,
are rc:asonable and apprup!"iatc. We u::r.ainly unde!"staitd you!" nroj to determine volumes
and discharges at a number of locations within Rocky Flats.

Sincerely,

~~;;(~(J ~J:'

Larry F. Lang, P.E., Chief
Flood Control and Floodplain
Management Section

In summary, we have no objection to the results you have presented in the above
referenced report. We will continue to monitor your activities as well as those of other
players in the drainage basins above the reservoirs to protect the integrity of the master
plans and the viability of downstream projects which have been sized according to the
master plan.

LFL/dbr

drOO32.ltr

WGD/dm
