<br />SECTION n <br /> <br />INTRODUCTION <br /> <br />This section provides a description of the basis behind the "Rocky <br />Flats Plant Drainage and Flood Control Master Plan," including <br />the primary and secondary objectives, scope, and methods adopted <br />herein. <br /> <br /> <br />The Department of Energy (DOE) requested that EG&G prepare the "Rocky Flats Plant <br />Drainage and Flood Control Master Plan" (Master Plan) to fulfill the need for <br />comprehensive drainage planning from the western edge of the plant site to Indiana Street. <br />The overall study area and methodologies were identified and adopted to produce a Master <br />Plan that will be both reliable and compatible with other studies and plans already adopted <br />by local governments. D. Earl Jones, P.E., former head of Engineering, Architecture, and <br />Planning for the Department of Housing and Urban Development, provided technical <br />guidance for this Master Plan while serving as co-project manager. <br /> <br />STUDY AREA BACKGROUND <br /> <br />Rocky Flats and the drainage basins of Woman Creek, Walnut Creek, and Big Dry Creek <br />lie within the boundaries and taxing area of the Urban Drainage and Flood Control District <br />(UDFCD). <br /> <br />UDFCD was created by the Colorado State Legislature in 1969 to: <br /> <br />Promote the health, comfort, safety, convenience and welfare of all people of <br />the state, especially those in the district; and <br /> <br />Reduce the risk to property and to health due to large storms draining into <br />a growing urban area. <br />
