<br />toward implementing the Guidelines. In compliance, each <br />concerned agency submitted to FEMA in 1980 a report covering <br />its early actions to implement the Federal Guidelines for Dam <br />Safety. These agency reports were the basis for a review and <br />assessment by an ad hoc panel of dam safety consultants (a <br />group of recognized experts from outside the Federal estab- <br />lishment) employed by FEMA. The agency reports and the <br />report of the ad hoc panel, together with a summary of agency <br />actions prepared by an ICODS task group, were part of a <br />report of the Chief of the FEMA Federal Dam Safety Program in <br />July 1980 (Reference 4). <br /> <br />subsequent to the 1980 reports, each concerned agency <br />has submitted to FEMA three additional progress reports <br />covering the periods January 1980 through fiscal year 1981 <br />(Reference 5); fiscal years 1982 and 1983 (Reference 9); and <br />fiscal years 1984 and 1985, respectively. An agency that <br />only recently became a part of ICODS, the Department of <br />Energy, submitted only one report -- for the fiscal year <br />1984-1985 period. This document summarizes the activities <br />reported by each Federal agency in its progress reports and <br />attempts to assess the success of each agency in implementing <br />the Federal Guidelines and in responding to the 1980 evalua- <br />tions of the ad hoc panel of independent experts. <br /> <br />As noted above, the Association of State Dam Safety <br />Officials (ASDSO) has been established. The 1984-1985 annual <br />report of ASDSO (Appendix 13) has been a source of material <br />on state agency activities. A report prepared for FEMA by <br />Dr. Bruce Tschantz of the University of Tennessee (Reference <br />11) furnished additional data on state dam safety efforts. <br /> <br />It should be noted that this report and the assessments <br />herein are based almost entirely on reports of other agencies <br />and do not represent any independent audit or investigation. <br />Also, the coverage for each agency in this report represents <br />a considerable condensation of agency reports.
