<br />passage of Public Law (P.L.) 92-367, which authorized the <br />u.s. Army Corps of Engineers to inventory and inspect <br />non-Federal dams. The failures of the almost-completed, <br />Federally-owned Teton Dam in Idaho in June 1976 -- with loss <br />of 11 lives and property damages on the order of $500,000,000 <br />-- and the Kelly Barnes Dam at Toccoa Falls, Georgia, in <br />November 1977 -- with loss of 39 lives -- heightened the <br />national concern about hazards created by unsafe dams and <br />led to a number of actions at the Federal level, including: <br /> <br />1. Inspection of non-Federal dams rated as high-hazard <br />because of their locations in vulnerable or populated <br />areas under a program directed by the u.s. Army Corps of <br />Engineers in the 1977-1981 period; <br /> <br />2. Development of the Federal Guidelines for Dam safety <br />in 1979 by an ad hoc interagency committee; <br /> <br />3. A directive by President Jimmy Carter on October 4, <br />1979, ordering Federal agencies having responsibilities <br />for dams to implement the Federal Guidelines for Dam <br />Safety; <br /> <br />4. Designation of the Director of FEMA to coordinate <br />Federal activities to enhance the safety of dams [by a <br />1979 Executive Order, which established the Federal <br />Emergency Management Agency (FEMA)]. <br /> <br />This report reviews the actions of the Federal agencies <br />to implement the Federal Guidelines for Dam Safety and <br />assess their progress in such implementation. Similarly, the <br />status of state efforts to regulate non-Federal dams in the <br />interest of public safety is reviewed briefly. This report <br />has been developed by FEMA in accord with its responsibili- <br />ties to coordinate Federal dam safety efforts and to aid <br />those efforts. The report was developed, however, with <br />considerable assistance from persons outside the Agency and <br />attempts, therefore, to present independent evaluations of <br />the work of the Federal and state agencies involved in dam <br />safety activities. <br /> <br />Focus - page 5 <br />
