<br />The work was completed in February 1992. The hydrologic analyses were taken from
<br />a Simons, Li & Associates, Inc., 1981 Master Drainageway Planning Study
<br />(Reference 2).

<br />For the original Flood Insurance Study, community base map selection and the
<br />identification of streams requiring detailed study were done at a meeting attended by
<br />Gingery Associates, Inc.; the FIA; the Larimer County Planning Department; and
<br />officials of the City on April 20, 1976. The USACE, Omaha District, was also contacted
<br />during the course of the original study.

<br />During the course of the work done by Gingery Associates, Inc., flood elevations and
<br />boundaries and floodway delineations were reviewed with community officials. Revisions
<br />to the original study, completed in 1973, incorporated new data prepared for the City by
<br />the original study contractor.

<br />The initial Consultation and Coordination Officer (CCO) meeting was held on July 25,
<br />1988, and attended by representatives of the FIA; Gingery Associates, Inc.; and the City.
<br />
<br />For the Cache La Poudre River restudy upstream of Horsetooth Road, coordination
<br />meetings were held on November 26, 1991, and March 13 and April 28, 1992, with
<br />representatives from Larimer County; the City of Fort Collins; Simons, Li & Associates,
<br />Inc.; the Colorado Waler Conservation Board (CWCB); and FEMA.

<br />For the Cooper Slough LMMP project, the initial meeting was held on July 13, 1992, in
<br />the City of Fort Collins' offices. Representatives of the City of Fort Collins; Larimer
<br />County; the CWCB; FEMA; and Love & Associates, Inc., attended the meeting. At this
<br />meeting, the hydrologic and hydraulic parameters for the LMMP project were established.
<br />The base mylar work maps, hydrologic base model, orthographic mapping, and
<br />benchmark descriptions were provided by the City of Fort Collins and Larimer County
<br />(References 3, 4, and 5). The final CCO meeting was held on October 26, 1993.
<br />
<br />Coordination meetings for the Spring Creek LMMP project were held on February 27 and
<br />May 19, 1993, and January 18, 1994. Representatives of the City; Foothills Engineering
<br />Consultants, Inc.; Greenhorne & O'Mara, Inc.; and FEMA attended.

<br />This Flood Insurance Study covers the incorporated areas of the City of Fort Collins,
<br />Larimer County, Colorado.
<br />
<br />Floods caused by the overflow of Spring Creek, Cooper Slough, the Cache La Poudre
<br />River, Dry Creek, and the Boxelder Creek Overflow Channel were studied in detail.
