WHEREAS, a floodplain information report entitled "Special
Flood Hazard Information, Arkansas River,Anderson & King Arroyos,
La Junta, Otero County, Colorado," dated August, 1977, has been pre-
pared by the United States Army Corps of Engineers, Albuquerque
District, at the request of Otero County; and '

WHEREAS, said report describes and outlines the floodplain
data and information for the storm and floodwater runoff channels or
basins of the study area; and

,~REAS, the Board of County Commissioners of Otero County
has requested the Colorado Water Conservation Board to designate and
approve the floodplain areas as set forth in the aforesaid report;
and

WHEREAS, Section 37-60-106(1), Colorado Revised Statutes
1973, requires the Colorado Water Conservation Board to assist in the
prevention of floods and flood damages therefrom; and

WHEREAS, Sections 31-23-201 and 30-28-111, Colorado Revised
Statutes 1973, provide that such legislative bodies of local juris-
dictions may provide zoning regulations for land uses on or along any
storm or floodwater runoff channel or basin only after designation
and approval by the Colorado Water Conservation Board; and

WHEREAS, Section 37-60-106(1) (c), Colorado Revised Statutes
1973,directs the Colorado Water Conservation Board to designate and
approve storm or floodwater runoff channels or basins and to make
such designations available to legislative bodies of local jurisdic-
tions; and

WHEREAS, the staff of the Board has reviewed said report
and does hereby recommend to the Colorado Water Conservation Board
that the Board designate and approve as floodplain areas those areas

NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conser-
vation Board in regular meeting assembled in Denver, Colorado, this
