<br />FLOODPLAIN MANAGEMENT AND DISASTER SERVICES <br /> <br />STATE AND FEDERAL <br /> <br />Colorado Water Conservation Board <br /> <br />The Colorado Water Conservation Board (CWCB) is a division <br />of the Colorado Department of Natural Resources. CWCB was <br />created in 1937 for the general purpose of preventing floods and <br />promoting the conservation of Colorado's water in order to obtain <br />the highest utilization of these waters. In developing <br />floodplain information studies, CWCB provides technical <br />assistance to local governments. Programs developed within the <br />Flood Control and Management section include Flood Hazard <br />Reviews, National Flood Insurance Coordination, Disaster <br />Response, Floodplain Information Reports, Flood Control and <br />Drainage Plans and Flood Data Collection and Documentation. CWCB <br />is the state coordinator of all floodplain management activities <br />in Colorado. Periodically, index maps are issued indicating the <br />availability of floodplain information in the state. These maps <br />also show streams for which detailed floodplain information is <br />available and where studies are in progress. CWCB maintains a <br />library of completed floodplain information studies. <br /> <br />certifying the technical accuracy and appropriateness of <br />floodplain information to county and municipal governments is one <br />activity of CWCB through its designation and approval function. <br />It is then the responsibility of local governments to make wise <br />land use decisions based on this information. <br /> <br />CWCB also responds to state or federal flood disasters at <br />the request of the Division of Disaster and Emergency Services <br />and local governments. This includes preparation of required <br />post-disaster damage surveys and flood hazard mitigation plans. <br />By executive order CWCB is also the designated state agency for <br />the coordination of the National Flood Insurance Program. <br /> <br />Division of Disaster and Emerqencv services <br /> <br />The Division of Disaster and Emergency Services (DODES) is a <br />division of the Colorado Department of Public Safety. DODES <br />addresses four aspects of disaster activity: mitigation, <br />preparedness, response and recovery. It coordinates the work of <br />state agencies in these four areas. The statutory authority in <br />the area of mitigation is less strong than in the other areas. <br /> <br />DODES also supervises the preparedness and emergency <br />planning of local governments.
