The floodway location was transferred from the Floodway Map of the <br />County, dated January 19, 1978, prepared as part of the FrS. The FrS <br />work maps were also used to locate the floodway limits. A full <br />description of the floodway concept is provided in the FrS. <br /> <br />Reconnaissance Study (1985) <br /> <br /> <br />The Reconnaissance Study was completed by Muller Engineering Company, <br />I nc., on behalf of the City and County, and wi th the cooperati on of <br />the Colorado Water Conservation Board, in October, 1985. The study <br />included a detailed review of the river hydraulics and an estimate of <br />the cost of levee improvements through the City as well as the benefit <br />of those improvements to the City. The study was prepared in response <br />to the high water of June, 1985, and the resulting local concern for <br />flooding. <br /> <br />The study included a survey of the right (west and south) levee <br />profile through the community, including Riverwood Estates. Also, <br />Section 28 and other downstream sections were surveyed as part of the <br />study effort. Surveys were completed by Blanca Vista Corporation (Don <br />Knapp), under contract to CWCB. The survey datum was not documented in <br />the 1985 report. The Section 28 surveyed section was used in this <br />eval uati on. <br /> <br />The hydraulic analysis was completed using the COE HEC-2 Water Surface <br />Profil e Computer Program wi th FrS study cross secti ons suppl emented <br />with the surveyed sections mentioned in the preceding paragraph. The <br />hydraulic model considered the total flood flow to be confined between <br />the levees. Four river conditions were modeled: <br /> <br />1. Existing (1985) river conditions with sandbars and <br />vegetation ('n'=O.041. <br /> <br />2. River cleared and maintained vegetation free ('n'=O.03). <br /> <br />-4- <br />
