In particular, the letter <br />discussed the possible floodway encroachment along the Rio Grande <br />River at the Riverwood Estates (Anderson) Subdivision, and <br />requested flood plain development permit data for the Riverwood <br />Estates Subdivision. Also, our office has since learned of <br />mitigative measures undertaken by the City. <br /> <br />In order to complete our review of this floodway issue, we are <br />still in need of the flood plain development permit data, and all <br />technical data developed for the Riverwood &states Subdivision, <br />inclUding technical data developed for the mitigative measures <br />undertaken. In addition, until this issue has been resolved and <br />in order to assure the City's continued participation in the HPIP, <br />we are requesting a moratorium on all construction and issuance of <br />building permits for the Riverwood Estates Subdivision. <br /> <br />Further, the Flood Insurance Rate Haps (FIRMS) are the official <br />document of the City for flood insurance and flood plain <br />management purposes and remain so until the mapa are officially <br />changed by FEMA. In order for PEMA to change the maps, it is the <br />responSibility of the City as a participant in the NPIP, to submit <br />to FBKA tor approval, technical data indicating flood risks as <br />they currently exist, including any physical chang.. such as <br />Channelization, construction of levees, and fill in the floodway. <br />Procedures for map revisions and floodway revisions are enclosed. <br /> <br />Lastly, in the event levees are constructed, tbey .uat be in <br />co.pllance with PERA levee criteria. PIKA's criteria ~equire8 <br />levees be structurally sound, adequately ..intained, and bave a <br />.iniaua levee freeboard of three feet abOVe tbe base (lOO-year) <br />flood elevation. .
