As a <br />participant in the NPIP, the City agreed to adopt and enforce a <br />flood plain managem~nt ordinance consistent with the Federal <br />Emergency Management Agency (FEMA) criteria and the Plood <br />Insurance study (FIS) developed for the City. The City also <br />agreed to prohibit encroachments. including fill, Rew <br />construction, substantial improvements, and other 4evelopment <br />within the adopted regulatory floodway that would result in any <br />increa8~ in flood levels. . <br /> <br />./ <br /> <br /> <br />Our office was recently advised by the Colorado Water Conservation <br />Board (CHea) of possible floodway encroachments in tbe City of <br />Alamosa. The encroachments consist of diking (levees) along the <br />Rio Grande River at the Riverwood.Bstates (Anderson) Subdivision <br />and residential structures in the same SUbdiVision, both possibly <br />located in the regulatory floodway. We are concerned these <br />developments may not be consistent with the minimum stand.rds <br />established by PEHA. In order to resolve any _isunderstandings my <br />office may have with regard to the above items, we request copies <br />of the floodplain development permits issued for the niverwood <br />Estates Subdivision and the backup data used in the City's permit <br />review process. <br /> <br />Kith regard to construction of levees, FEMA baa established <br />minimum criteria which requires levees be structurally 80~ <br />adequAtely maintained, and have a minimum levee freeboard of three <br />feet above the bas.
