Purpose

The purpose of this application is to help bring into existence the actual "disaster
resistance" projects that have been developed and designed from a vision to make Clear
Creek County a safer place to live in and visit. Project Impact brings to our community the
opportunity to work together and to realize that we all share the responsibility both to
correct the hazard problems that face our community and to enhance the great benefits
of our geographical location. We, as a community, are ready and excited to begin making
a difference by implementing and completing the projects described in this application.

Our package will include:

1) Purpose
2) Vision Statement
3) Background Narrative
4) Table of Contents
5) Package: Outline: "How to Build a Disaster Resistant Community by the Year 2002"
6) Projects
a) Background
b) Description
c) Benefit
d) Costs
e) Partners
f) Estimated Completion Dates

Vision Statement

The vision of Clear Creek County is to break the cycle of response crisis management
during a natural disaster event.

In support of that vision, five selected areas that are impacted by repetitive natural
disasters will become the demonstrative locations for review. It is believed that hazard
mitigation in master planning is the most effective way of reducing the loss of lives and the
property damage costs associated with natural disaster events. This implementation of
master planning will involve partnerships between businesses, government, and local
citizens, cooperating to complete each project and thereby provide a safer environment
in which to live.

2
