<br />The next down stream property is a garage built over the stream. At this point, water spills <br />over from inadequate culvert size. The culvert underground would be adequate, if the <br />above velocity breaks, channel work and culvert replacement is done. This would <br />complete the county's portion of the responsibility for flood mitigation onVirginia Canyon. <br /> <br />Just downstream, within the city of Idaho Springs, there are three houses that were built <br />in the stream. Each spring season they sustain additional erosion and property damage. <br />Eventually the properties may need condemnation for Colorado Department of <br />Transportation (C-DOT) or EPA improvements. In the meantime, EPA will be working on <br />a sediment control structure that would capture contaminated water and divert it to the <br />Superfund clean-up site at the Argo Mine. There may be EPA opportunity for acquisition <br />at that time. If so, in coordination with Idaho Springs Public Works, the remainder of the <br />drainage problem will be completed. <br /> <br />EPA is currently working on three phases of clean-up projects. 1). The Division of <br />Minerals and Geology will conduct reconnaissance level water quality investigations to <br />identify heavy metal source areas. Cost: $36,000. 2.) EPA will consolidate materials from <br />two mine tailings, one of which is along the flood mitigation project proposal. Cost: <br />$50,000. 3.) Capture metals going into Clear Creek, create a sediment control system <br />and direct the contaminated water to the Superfund site in Idaho Springs. Cost: $75,000. <br /> <br />2A.1c. Benefits <br />The benefit of this proposed project is the opportunity given by the Project Impact initiative <br />to work a series of projects on Virginia Canyon, from summit to valley, in cooperation with <br />other projects funded by the Environmental Protection Agency, the Colorado Division of <br />Minerals and Geology, the Division of Natural Resources Soil Conservation, Colorado <br />Department of Public Health and Environment QAPP, the Colorado Department of Local <br />Affairs, the Gaming Commission ,the Colorado Water Conservation Board, the Upper <br />Clear Creek County Watershed Association, Clear Creek County Road & Bridge <br />Department, City of Idaho Springs Public Works. The coordination, timing and funding of <br />these projects are here designed to dovetail one another. Unveiled, they will display a <br />cascade of sculpted tasks that enrich the natural beauty of the land, help protect lives and <br />property of those who choose to live and visit here as well as to aU down-stream users. <br /> <br />Value: 32 immediate residential structures, 1 business complex, fish and wildlife of Clear <br />Creek, down-stream recreation and businesses and the city of Idaho Springs. Involving <br />community partners as investors in their own future is a benefit to the quality of lifeewhich a value cannot be measured. <br /> <br />13 <br />
