<br />Projects <br /> <br />1. Master Planning <br /> <br />1a. Background <br />The current Clear Creek County Comprehensive Plan was updated in 1993 by a citizen <br />committee. The pressure to increase development in the county has now forced the need <br />for a well-defined Master Plan including hazard risk considerations. The Board of County <br />Commissioners has tasked the Planning Department to develop "Master Plan '99". <br />During the preliminary Project Impact convening sessions, it was clearly determined and <br />agreed upon that the plan should include a hazard mitigation section. To date the <br />Planning Department has put out request for proposals from independent companies that <br />could provide the service. It is also intended to do a large part of it in-house. The Office <br />of Emergency Management will be involved in the GIS hazard overlay, providing the <br />expertise for appropriate development of that section of "Master Plan '99". <br /> <br />1 b. Project Description <br />To move forward with this initiative, the county has provided $23,200 for the master <br />planning process. Technical writing and composition is estimated at approximately <br />$35,000. The mapping and zoning process will be provided by their departments. Project <br />Impact seed money would be used to hire a credible hazard analysis task force to combine <br />all infonnation for all project steps and complete the hazard mitigation portion of the plan, <br />estimated at $10,000. The projects as defined here will be included or supportive of the <br />hazard mitigation section of "Master Plan '99" then adopted by the Board of County <br />Commissioners as the best course of action to make Clear Creek County Disaster <br />Resistant by 2002. <br /> <br />1 c. Benefits <br />The benefit of master planning is designed for long term and future savings. Spending <br />money for mitigation has proven itself over and over again, but for Clear Creek County, the <br />$180,000 in Project Impact seed money, spent as directed in this project application, could <br />save, in one spring thaw and thunderstorm season, a minimum of $671,000. Amounts are <br />based on previous documented losses from Georgetown, Silver Plume and areas in un- <br />incorporated Clear Creak County. <br /> <br />1d. Costs Total Estimated Cost $33,200 <br />The Planning Department has requested bids for a complete county master plan, although <br />all the bids are not yet in, they range from $25,000-$33,200. Project Impact seed money <br />of $10,000 would be needed to cover the hazard mitigation portion of "Master Plan '99". <br />The projects described herein will be included or instrumental support of "Master Plan '99". <br /> <br />10 <br />
