Box 57 <br />Pierce, Colorado 80650 <br /> <br />Dear Mr. Van Why: <br /> <br />""'" <br /> <br />Please refer to y~ur December 19, <br />Mr. Darrell Deterding, concernlng a proposal to <br />within the Union Pacific Railroad right of <br />Colorado. <br /> <br />1989 <br />levy <br />way <br /> <br />letter to <br />flood flows <br />in Pierce, <br /> <br />The proposal is unacceotabl!;l_ as it would increase the <br />1.00 year water surface elevation to a level which would overtop <br />the Railroad causing an unsafe operating condition. Recommend <br />that you investigate other flood control measures such as upstream <br />diversion and detention storage. The Railroad wishes to cooperate' <br />with local and state officials considering proposals that would be <br />beneficial to both the City of pierce and the Railroad. One <br />potential solution to the city I s flooding, is to divert flood <br />water eastward under the Railroad, north of Pierce, by way of a <br />new drainage structure. In the event that the city wishes to <br />pursue this course of action, please submit the City I S proposal <br />wi th its funding scheme to this office for further engineering <br />review. <br /> <br />As information for <br />shall be sized to conform to <br />requirements which: <br /> <br />1. Ensures that water does not rise above the low ~ord <br />of bridge stringers for the 50 year storm event; <br /> <br />the city, new drainage structures <br />the Railroad's hydrology/hydraulic <br /> <br />2.
