<br />rlood Warninq and Forecastinq services. The National <br />oceanic and Atmospheric AdMinistration (NOAA), National Weather <br />service, provides no specifio flood forecasts for the area. The <br />t<;clmology of ,"ccurate river and flood forecasting is dependent on <br />adoquate and timely rainfall and river stage data, and it is even <br />more essential that such basic data be available, particularly <br />rainfall reports for areas subject to fla~h flooding. Current <br />funding restraints prevent the National Weather S<>rvice operdt ion <br />of the tentatively dense networks required for speCific stage forew <br />casts for the multitude of small gtr~s. However, this problem <br /> <br />A community flash flood reporting network of river and rain- <br />fall sta,tions and a flood warning program developed and operated i" <br />connection with the 24-hour weather service and the radar facility <br />could minimize loss of life and movable pro~rty in the even~ of a <br />major flood, Such an arrang~~ent would require that local river <br />and rainfall reports be communicated promptly to responsih1e local <br />officialS and to the Weather Service Office for evaluation and ana- <br />lyses. These data and the analys~ would he used to more accurately <br />forewarn community representatives of potential sto~ and flood con- <br />ditions. <br /> <br />The North Walsenhurg Flood Control Project was designed and construc- <br />ted under the supervision of the Soil Co"servation service, U.S. <br />Department of Agriculture. The flood control dam and diversion facilw <br />ities were constructed to prevent flood d~ge to nor~h Walsenburg. <br />It controls runoff from 0.62 square mile and is located directly <br />northwestofWalserwurg. <br />walsenhurg has adopted flood plain management standards <br />that are necessary to qualify for the emergency flood insurance <br />program. <br /> <br />'rhel<atio""l we...th"r Servicar'orccast Cffi"" located at <br /> <br />Flood Fiqhti"9' and Emerqency EVacuation Plans. Walsenburg <br />does not have any formal flood fighting or emergency evacuation <br />procedures. Whi1e there i"noknown <br />storage of this type material on the flood plains at Walsenburg, <br />care should be taken to avoid storage of this type material on the <br />flood plains. <br />Most likely to be present on the flood plains at walsenburg <br />are tUuber, lumber and other similar fioatable material. Aocumula- <br />tion of substantial quantitie& of this material could clog bridge <br />openings and CaUse serious flood prOblems. <br /> <br />has been resolved as follows: <br /> <br />Denver, Colorado, supplies weather forecasts four times daily for <br />the area. !naddition to the routine forecasts and special fore- <br />casts of severe storms, general flash flood warnings are issued on <br />a county-wide basis towalsenburg, which lies withinliUerfano <br />County, as required. The county is under the umbrella of the <br />National weather service wsR.57 radar at Limon, Colorado, whioh is <br />capable of detecting areas of intense precipitation and their <br />movement.
