Mullen
City Manager
City of Colorado Springs
P,O. Box 1575
Colorado Springs, CO 80901-1575

Community: City of Colorado Springs, CO
Community No,: 080060
Panel Affected: 08041C0752 F
Effective Date of J U L 0 5 2001
This Revision:

102-I-A-C

Dear Mr, Mullen:

This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for EI Paso County, Colorado
and Incorporated Areas (the effective FIRM and FIS report for your community), in accordance with
Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated October 31, 2000,
Mr, RolfPhilipsen, Regional Building Official, Pikes Peak Regional Building Department, requested that
FEMA revise the FIRM and FIS report to show the effects of excavation and placement of fill, associated
with the Tutt Boulevard Subdivision Filing No, 3, along the western overbank of Sand Creek from just
upstream to approximately 800 feet upstream of Constitution Avenue, This request also included a
hydraulic analysis that incorporated more detailed topographic information to reflect existing watershed
conditions along Sand Creek from approximately 650 feet downstream to approximately 1,900 feet
upstream of Constitution Avenue.

All data required to complete our review of this request were submitted with letters from Mr, Kent D,
Rockwell, P,E., Rockwell Minchow Consultants, Inc" and Mr. Philipsen,

We have completed our review ofthe submitted data and the flood data shown on the effective FIRM
and in the effective FIS report, We have revised the FIRM and FIS report to modify the elevations and
floodplain boundary delineations of the flood having a I-percent chance of being equaled or exceeded in
any given year (base flood) along Sand Creek. As a result of the modifications, the Base Flood
Elevations (BFEs) for Sand Creek and the width of the Special Flood Hazard Area (SFHA), the area that
would be inundated by the base flood, increased, and the width of the regulatory floodway did not
change. Because the increases in BFE are not large enough to change the whole-foot BFEs shown on the
effective FIRM, the increases will not be published in a local newspaper, The modifications are shown
on the enclosed annotated copies of FIRM Panel 08041C0752 F and affected portions of the Floodway
Data Table, This Letter of Map Revision (LOMR) hereby revises the above-referenced panel of the
effective FIRM dated March 17, 1997, and the affected portions of the FIS report dated August 23, 1999,

The modifications are effective as of the date shown above. The map panel listed above and as modified
by this letter will be used for all flood insurauce policies and renewals issued for your community.
