O. Box 127
Wellington, Colorado 80549

Dear Mayor Eyestone:

The Colorado Water Cons~rvation Board recently received the
final Flood Insurance Study and Notice of .Determination of Base
(lOO-year) Flood Elevations tor the Town of Wellington.

)

The Flood Insurance Study and the Rate Maps will become
effective on February 15, 1979, by which time Wellington is
required by the Federal Insu~ance Administration to adopt
Floodplain Management Regulations that meet the standards of
Section 1910.3, Chapter 19, ~itle 24 CFR or the Town may be
suspended from the Flood Ins~rance Program.

As we advised you by letter on October 25, 1977, the
Colorado Water Conservation ~oard is required by State Statutes,
Section 37-60-106(1) (c), CRS 1973, and Section 24-65.1-403,
CRS 1973, as amended, to revtew, designate and approve all
floodplain studies before local governments can legally enforce
floodplain regulations based on such studies.

Our review of the Flood Insurance Study indicates that the
100-year (base flood) elevattons and profiles for Box Elder
Creek have been designated by this board on June 3, 1970, as
part of a Soil Conservation Service Study. However, since the
FIA Study represents different basin conditions (FIA study Sec.
6.0) base flood elevations must be re-designated.

To have the study designated by the board we require a
request for designation from the Town Councilor Mayor.

Since the Flood Insurance Study and the Rate Maps will be
effective on February 15, 197B, the study will have to be
designated prior to that time or the town will not be able
to legally enforce floodplain regulations and may therefore be
suspended from the Flood Insurance Program.
