.

.

.

STUDY AREA DESCRIPTION

Community Descriotion
Park County is located in central Colorado on t1ui east side of the Continental Divide and is
bordered by Clear Creek County on the north, Jefferson and Teller Counties on the east, Fremont
County on the south, and Chaffee, Lake, and Swnmit Counties on the west Fairplay is the County
Seat of Park County, and serves as one of several population centers in the county. Fairplay is
approximately 70 miles southwest of Denver and nearly an equal distance northwest of Colorado
Springs. The Park County population was 12,503 as estimated by the Department of Local Affairs
in July 1997. The county has experienced rapid growth and development during the past several
years, and has been touted as one of the State's (and Nation's) fastest growing counties, Highways
285,24, and 9 are the major roadways that traverse the county, The area studied for the FHBM is
the unincorporated areas of Park County as of November 22, 1977.

Watershed Descriotion
Park County is situated at the headwaters of the South Platte River basin on the eastern slope of the
Continental Divide, The North Fork, Middle Fork and South Fork of the South Platte River all
originate in the county, The headwaters of these stream basins originate at the Continental Divide
with elevations in excess of 14,000 feet Other major tributaries include streams such as Tarryall
Creek, Fourmile Creek, and Geneva Creek There are several USGS streamflow gaging stations
within the county on various streams, but most have a relatively short period of record.

Floodine: Problems and Floodine: Historv
Floods in the subject watersheds normally occur during the months of May through September and
are caused by rapid melt of mountain snowpack or intense localized cloudbursts or thunderstorms.
Snowmelt floods generally occur on larger streams and rivers and create lower peak flows with
high volumes of water over long durations, The thunderstorms are more likely to flood small
streams and tributaries during the swnmer months, and produce higher peak flows with low
volumes of water over short durations, A combination of rainfall and snowmelt can sometimes
prove to be the worst flooding scenario for Colorado's mountain streams, The topography in Park
County varies greatly and includes steep mountain terrain down to gentle high'mountain valleys.
Vegetation varies greatly too, raning from grasses and shrubs to Aspen trees, ponderosa pine, blue
spruce and other species.

There is not a well documented history of flooding in Park County. A rather sparse population
combined with high watershed elevations, protected by mountain ranges, have allowed the county
to avoid serious flood disasters, Snowmelt flooding and ice-jam flooding along the South Platte
River between Grant and Bailey has been documented, Minor nuisance flooding of streets,
culverts, and other infrastructure is a much more common occurrence throughout most of the
county.

2
