I

u. S. BUREAU OF RI::CLAIiIATION liliPWT (CONT ,p)

RECOll:3THUCTIOlT OF CiJ,STLZiOOD D,'\:: (Com 'D.)
accomodate an additional 7,000 acre-feet of storage for irrigution purposes,
would add approximately la-feet to the height of the dam, whioh might cost
even less than the pro-rata share of (i175,OOO.
If the Reolamation Bureau had _de a study of flood control
benefits, it seems probable, from the magnitude of the flood damages,
that a segregation of costs in proportion to benefits would 11ave resulted
in relatively small irrigation obligations.

CHERl(Y CREEK P';OJECT.

In our opinion, the Cherry Creek Irrigation Project,

recommended by the Reclamation Bureau, will be difficult, if not impOSSible,

of accomplishment as devised, and unless revised. Some of the obstacles,

which may demand revisions in the plan,will next be mentioned.

(1) stating that the limited water supply will not justify

rehabilitation of the Clark Colony, and contending that all available water

should be used in a compact area in Cherry Creek Valley, the Bureau plan

contemplates a project (see map attached) along Cherry Creek between the

Castlewood Dam (principal source of supply) and the Sullivan Barrier

(below which same of senior direct-flewr rights are located). The Bureau

plans to take over the storage right, belonging to the mvners of the Clark

Colony, ffild utilize the priority in capturing water in its proposed Castle-

wood Reservoir, without compensating the present ovmers. Cost estimates

include purchase of lands and rights-of-way at the reservoir site, but

provide nothing for liquidation of any other rights or claims. Recognizing

that conflicts are inevitable, the Bureau recommends (p.S):

-12-

........-
