SOIL CONSERVATION SERVICE ACTIVITIES(CONTID.)

and in preserving the watershed itself, appears to depend on the extent

to whioh the same or similar treatment is applied in the future to the

bll.Si1i. as a whole; and on the effioienoy with whioh suoh faoilities are

maintained after their initial oonstruotion.
Soil erosion and runoff retardation devioes, of themBelves,
beoome measures of flood oontrol, partioularly in favorable areas and
where storms are of low to moderate intensity. Suoh devioes, alone, oan-

not be expeoted to prevent floods resulting from oloudburst storms over

watersheds of steep slopes. Supplemental faoilities are essential, and,

in the Cherry Creek basin, these might properly take the form of retarding

barriers, one or more on eaoh tributary, of sizes appropriate to the re-

quirements. Barrier sizes will be large in oomparison with the so-oalled

"oheok-dams" or "retarding basins" oonnnonly installed by the Soil Conserva-

tion Servioe, but will be relatively small as oompared to the dams, res-

ervoirs and barriers frequently designed and oonstruoted by the Reolamation

Bureau and the U. S. Engineer Corps.

HISTORY OF ORIGINAL CASTLEHoon DAM.

Castlewood dam, whioh failed Aug. 3, 1933, was originally

oonstruoted in 1890 (at a oost of 0260,000) by the Denver TIater Storage

Co. Castlewood Reservoir has a storage deoree for 5,257 aore feet of

water, with a priority date Sept. I, 1889.

Hater released from the reservoir was oonveyed, via the

Arapahoe Canal (30-miles long), to the Clark Colony, south of Denver,

where it was used for the irrigation of 10-aore suburban traots.
