<br />INSTRUCTIONS TO BIDDERS <br /> <br />These instructions constitute a part of the CONTRACT DOCUMENTS and are given for the purpose of <br />guiding BIDDERs in properly preparing their bids or proposals. Each BIDDER shall prepare his BID or <br />proposal in strict compliance with all of the requirements of the CONTRACT DOCUMENTS and in <br />accordance with the following instructions: <br /> <br />00101 PROPOSALS. Each proposal must be made on the form provided in this bound CODY of the <br />CONTRACT DOCUMENTS. all of which documents must be returned at Time of BID. <br />oril!inallv bound. in l!ood order therewith. Each proposal must be enclosed in a sealed <br />envelope, addressed to the Urban Drainage and Flood Control District, 2480 West 26th Avenue, <br />Suite 156B, Denver Colorado 80211, showing on the face thereof the name of the BIDDER and <br />the project covered by the Proposal. <br /> <br />00102 OUALIFICATIONS OF BIDDERS. !fat the option of the OWNER the BIDDER is required to <br />demonstrate his qualifications for the PROJECT, then each BIDDER must be prepared to submit <br />within five days of the OWNER's request written evidence such as financial data, previous <br />experience and evidence of authority to conduct business in the jurisdiction where the PROJECT <br />is located. <br /> <br />00103 FILLING IN AND SIGNING PROPOSALS. Each proposal shall be legibly written in ink, with <br />all prices given in figures and must cover all of the items of work called for therein and no <br />others. All of the blank spaces in the proposal form must be properly filled out. Each BIDDER <br />must sign the proposal with their usual signature and shall give their full business address. BIDs <br />by corporations shall be signed with the name of the corporation followed by the signatures and <br />designations of the President and Secretary (or other person authorized to bind it in the matter) <br />and shall have the corporate seal affixed thereto. <br /> <br />00104 ADDENDA. BIDDERs are required to acknowledge the receipt of all addenda on the BID <br />FORM in the place provided and including it with the Proposal when submitting the BID. <br /> <br />00105 ACCEPTABILITY OF PROPOSALS. No proposal shall be accepted from and no contract will <br />be awarded to any person, firm or corporation that is in arrears to the OWNER, upon any debt or <br />contract or that is a defaulter, as surety or otherwise, upon any obligation to the OWNER, or that <br />is deemed irresponsible or unreliable by the OWNER or project co-sponsors as defined in the <br />FIELD ORDER. <br /> <br />00106 INFORMAL AND UNBALANCED PROPOSALS. Any alteration, insertion or erasure by the <br />BIDDER in the form of the CONTRACT DOCUMENTS as originally prepared by the <br />ENGINEER or OWNER and attached hereto shall render the accompanying proposal informal <br />and may constitute cause for rejection. Proposals that, in the opinion of the OWNER, are <br />unbalanced so that each item does not reasonably carry its own proportion of cost or that contains <br />inadequate or unreasonable prices for any item may be rejected. <br /> <br />00107 ONLY ONE PROPOSAL ACCEPTED. The OWNER will accept only one (1) proposal for the <br />same work from anyone bidder.
