INSTRUCTIONS TO BIDDERS These instructions constitute a part of the CONTRACT DOCUMENTS and are given for the purpose of guiding BIDDERs in properly preparing their bids or proposals. Each BIDDER shall prepare his BID or proposal in strict compliance with all of the requirements of the CONTRACT DOCUMENTS and in accordance with the following instructions: 00101 PROPOSALS. Each proposal must be made on the form provided in this bound CODY of the CONTRACT DOCUMENTS. all of which documents must be returned at Time of BID. oril!inallv bound. in l!ood order therewith. Each proposal must be enclosed in a sealed envelope, addressed to the Urban Drainage and Flood Control District, 2480 West 26th Avenue, Suite 156B, Denver Colorado 80211, showing on the face thereof the name of the BIDDER and the project covered by the Proposal. 00102 OUALIFICATIONS OF BIDDERS. !fat the option of the OWNER the BIDDER is required to demonstrate his qualifications for the PROJECT, then each BIDDER must be prepared to submit within five days of the OWNER's request written evidence such as financial data, previous experience and evidence of authority to conduct business in the jurisdiction where the PROJECT is located. 00103 FILLING IN AND SIGNING PROPOSALS. Each proposal shall be legibly written in ink, with all prices given in figures and must cover all of the items of work called for therein and no others. All of the blank spaces in the proposal form must be properly filled out. Each BIDDER must sign the proposal with their usual signature and shall give their full business address. BIDs by corporations shall be signed with the name of the corporation followed by the signatures and designations of the President and Secretary (or other person authorized to bind it in the matter) and shall have the corporate seal affixed thereto. 00104 ADDENDA. BIDDERs are required to acknowledge the receipt of all addenda on the BID FORM in the place provided and including it with the Proposal when submitting the BID. 00105 ACCEPTABILITY OF PROPOSALS. No proposal shall be accepted from and no contract will be awarded to any person, firm or corporation that is in arrears to the OWNER, upon any debt or contract or that is a defaulter, as surety or otherwise, upon any obligation to the OWNER, or that is deemed irresponsible or unreliable by the OWNER or project co-sponsors as defined in the FIELD ORDER. 00106 INFORMAL AND UNBALANCED PROPOSALS. Any alteration, insertion or erasure by the BIDDER in the form of the CONTRACT DOCUMENTS as originally prepared by the ENGINEER or OWNER and attached hereto shall render the accompanying proposal informal and may constitute cause for rejection. Proposals that, in the opinion of the OWNER, are unbalanced so that each item does not reasonably carry its own proportion of cost or that contains inadequate or unreasonable prices for any item may be rejected. 00107 ONLY ONE PROPOSAL ACCEPTED. The OWNER will accept only one (1) proposal for the same work from anyone bidder.
