On August 21, 1972, the Board of County <br />Comrnission<:rs of UtsAnimas County adopted acornprehensiv" "Zoning <br />Resolution" containing provisions that can be the foundation of <br />effective flo~ plain ~nagernent in the unincorporated comrn~nities <br />and other areas subject to county jurisdiction. <br /> <br />Such an arrangement would require that local river and rainfall reports <br />be co"~unicated promptly by responsible local officials to the Weather <br />Service Forecast Office for evaluation and analysis. If available, <br />this data and analysis would be used by the Weather Service to nore <br />accurately forewarn community representatives of potential storn and <br />flood conditions. <br />The Corps of Enqineers' Resident Engineer at Trinidad <br />Oam will keep local officials informed as to flood conditions and <br />furnish advice and information that will enable them to perform <br />preventive, rescue, relief, and protective functions to the best <br />advantage. Local television and radio stations and newspapers will <br />be notified in order that they may warn the general public. <br /> <br />Flood Warni~q and Forecasting Services <br />The National Oceanic and Atmospheric Administration (NOAA) <br />Woather Service provides no specific flood forecasts for tributary <br />streams of the Arkansas River in the Trinidad area. The technology of <br />accurate river a~d flood forecasting is dependent upon adequate and <br />timely rainfall and river stage data, and it is even mOre essential that <br />such basic data be available, particularly rainfall reports, for areas <br />Subject to flash flooding. Current funding restraints prevent Weather <br />Service operation of the relatively dense networks required. At <br />present, the principal service the Weather Service can provide is a <br />general alert to the dange", of flash flooding. This is done by means <br />of forecasts of approaching storm systems or radar .detection of imrni- <br />nent or occ"rring heavy rainfall. These forecasts ar~ dis~eminated directly to <br />1oe,,1 news media by limited acCess telephune. In addition to th", <br />routine forecasts, special forecasts of severe storms or flood warn- <br />i~gs are issued as requir~. <br />A comrnunity flash flood reporting network of river ,md <br />r"infall stations and ~ flood warning program developed and operated <br />incon""ctionwiththe24-r_ourweatherServicefacilitiescouldmin i- <br />mize 103s of life and ~v~ble property in the event cf a rn~jor flood. <br /> <br />Flood Fighting and Ernerqency Evacuation Plans <br />Provisions for "lerting area residents and coordin~ting <br />operations of city and county publiC service agencies in a time of <br />emergency are prescribed in the standing procedures ~eveloped in <br />the course of civil. defense planning.
