<br />INSTRUCTIONS-TASK C. DAMAGE SCENARIO <br />(Time to complete the task: 45 minutes) <br /> <br />Purpose <br /> <br />Identify the significant impacts of the flood, using judgment and the best information <br />available to you. <br /> <br />Materials <br /> <br />· Base map showing information from Tasks A and B <br />· Information on the effects of previous floods in your community <br /> <br />Steps <br /> <br />1. Identify at least one culvert or bridge where debris has piled up obstructing the <br />passage of floodwaters. Also, identify at least one flood control structure that has <br />failed (if there are any on the stream). This could be a berm, levee, flood wall, dam, <br />or channel modifications. Then, draw the boundaries of the area actually flooded <br />considering the failed flood control structure(s), clogged culvert(s), and low-lying <br />areas with drainage problems (blue). <br /> <br />2. Outline flood damage on the base map as follows: <br />a) all flooded areas with a concentration of unelevated or non-flood-proofed <br />buildings in the floodplain (orange). <br />b) , major facilities, such as hospitals, schools, emergency operations centers, police <br />and fire stations, and other government buildings that have at least temporarily <br />lost access or function (purple). <br />c) bridges, roads, and other transportation facilities which have been washed out <br />by the flood (red). <br />d) utilities including water and sewage treatment facilities and pipelines, power <br />substations, and gas and electric distribution lines damaged in the flood (black). <br /> <br />3. Review your evacuation areas and redraw the boundaries if needed (brown). <br />Estimate how many additional people will need emergency shelter: . On <br />the base map, show any additional emergency shelters that will be opened (green). <br /> <br />4. Could any of this damage have been avoided? On Handout 4.
