Unlike most emergency management <br />exercises, this exercise is primarily for local officials to raise awareness about local <br />mitigation and long-tenn recovery issues. Participants should include local decision <br />makers, such as building officials, community planners, local council members, and chief <br />executive officers, A facilitator is needed to read the script that accompanies the slides for <br />the exercise, The guidebook provides instructions for the facilitator and lists materials, <br />such as local maps and comprehensive plans, needed for the exercise. <br /> <br />Each exercise scenario begins about 2 days following onset of a flood and challenges <br />participants to find solutions, in a team approach, to questions concerning temporary <br />housing and business locations, dealing with a large number of building permit requests, <br />policies for damaged buildings, and other problems the community will face. <br /> <br />During development, this exercise was well received and has resulted in mitigation actions <br />being initatiedby participating communities. We believe this I-day exercise can do a great <br />deal to enlighten a community, and promote mitigation planning and activities at the local <br />level. It is inexpensive to deploy, requires little preparation, and is fully scripted for ease <br />of use by the facilitator. <br /> <br />E9 <br />
