<br />1.3 Coordination <br /> <br />On January 16, 1984, Dames & Moore was instructed by FEMA to prepare <br />a Flood Insurance Study for Green Mountain Falls using detailed- <br />study data for Fountain Creek from the El Paso County Flood Insurance <br />Study. <br /> <br />In preparing the Flood Insuranc~ Study for El Paso County, hydrologic <br />and hydraulic information was obtained from FEMA, the U.S. Army <br />Corps of Engineers (COE), the U.S. Soil Conservation Service (SCS), <br />the Colorado Water Conservation Board, the Pikes Peak Area Council <br />of Governments, the El Paso County Land Use Department, local <br />municipalities, engineering firms, land developers, utilities, and <br />individuals. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study cove~s the incorporated areas of the <br />Town of Green Mountain Falls, El Paso and Teller Counties, Colorado. <br />The area of study is shown on the Vicinity Map (Figure 1). <br /> <br />Fountain Creek was studied by detailed methods through the Town of <br />Green Mountain Falls. <br /> <br />The areas studied by detailed methods were selected based on the <br />extent and validity of available hydrologic and hydraulic data. <br /> <br />Chrystal Creek, Catamount Creek, and two unnamed forks of Catamount <br />Creek were studied by approximate methods. <br /> <br />.These areas were studied at the, request of Green Mountain Falls. <br /> <br />2.2 Community Description <br /> <br />The Town of Green Mountain Falls is located in western El Paso <br />County and eastern Teller County, in central Colorado. <br /> <br />The Ute Indians occupied the Ute Pass area for several hundred <br />years prior to the arrival of explorers and settlers. The Indians <br />established a trail that foll~ed Fountain Creek down to Manitou <br />Springs. The trail was a major' route to the plains and 'l'Ountains <br />for hunting. One of the first 'settlers in the area was George <br />Howard. In 1881, Howard retired to the area and built a ranch <br />where Green Mountain Falls is now located. <br /> <br />The discovery of gold elsewhere. had a significant impact on the <br />area. In 1887, the Colorado M~dland Railroad completed construction <br />of a railroad from Colorado City to Divide. Later, another rail <br /> <br />2 <br />
