........ ~-

Ms. Cindy L. Edwards
December 18, 1997
Page two

to public safety in a public park)? The third criterion is: is the drainage area at least
0.20 to 0.25 square mile, and is the 100-year flow at least 150 to 200 cfs? If the answer
to all of these questions is "no", we stronglv recommend that what is being discussed in
this specific case is a local storm drainage problem to be addressed by local storm
drainage procedures.

Recommendations
The "floodplains" shown on the FIRM are very clearly local storm drainage problem
areas. We see absolutely no need or justification for including them on the Arapahoe
County FIRM. We do not support the second choice proposed by Carroll & Lange of
revising the floodplain because we see no reason for the floodplain delineation to be on
the map in the first place, We view the inclusion of these two floodplains on the FIRM as
a cartographic error that needs to be corrected.

We recommend the upstream limit of floodplain mapping be the confluence of Unnamed
Creek and Tributary A. Upstream of that confluence the floodplain delineation should be
eliminated completely from the FIRM and the issue of managing those problem areas
should be left in the competent hands of Arapahoe County, FEMA would not undertake
a new study for those areas today, so there is no reason to perpetuate a past mistake. We
trust Arapahoe County to manage such areas and we urge FEMA to trust them as well.

Sincerely,

~

Brian R.
