<br />INTRODUCTION <br /> <br />Authorization <br /> <br />The Colorado Water Conservation Board (Board) has certain statutory responsibilities <br />relating to designation and approval of flood water runoff channels or basins as follows: <br /> <br />... "to devise and formulate methods, means, and plans for bringing about the greater <br />utilization of the waters of the state and the pn:vention of flood damages therefrom, and <br />to designate and approve storm or floodwater runoff channels or basins, and to make such <br />designations available to legislative bodies of cities and incorporated towns, to county <br />planning commissions, and to boards of adjustment of cities, incorporated towns, and <br />counties of this state"..., Section 37-60-106 (l)(c) of the Colorado Revised Statues (CRS). <br /> <br />The Board's "Rules and Regulations for the Designation and Approval of Floodplains and <br />of Storm or Flood Runoff Channels in Colorado" allow the Board under certain conditions to: <br /> <br />... "take action at its own initiative to consider the designation and approval of floodplain <br />information"... (2 CCR 408-1, Rule 9.D.2). <br /> <br />A current designation and approval of floodplain information is needed for the Town of <br />Holly (Town), Prowers County, Colorado. The designation will include recognition of the <br />modified 100-year floodplain due to protection of the Town by flood control structures, levees, <br />and channel improvements of the Holly Flood Control Project (Project). The Project was <br />designed and constructed by the U.S. Army Corps of Engineers (Corps) and construction was <br />completed on October 3, 1980. The official completion date was February 13, 1981 when <br />seeding was finished and inspected. <br /> <br />purDose and ScoDe <br /> <br />This Report documents the modified I DO-year 1100dplain which shows the benefits of the <br />Holly Flood Control Project for the Town of Holly. <br /> <br />The Report includes: <br /> <br />* Background flood hazard infonnation for the Town, <br />* Acknowledgement of the Holly Flood Control Project, <br />* Hydrologic and hydraulic data, <br />* Floodplain delineations and profiles. <br />* Recommendations of the Board staff regarding former floodplain designations. <br /> <br />Acknowledgements <br /> <br />This Report was prepared from information obtained from 1he Corps and the Holly Flood <br />Control, Drainage and Sanitation District.
