termines that there exists a reasonable expectation that

2 the water authority will realize sufficient revenues

3 from the project to be financed to meet the projected

4 debt service on the obligations for the project, as well

as any operation and maintenance and similar expenses

with respect to such project;

(b) such review may be conducted by the Secr~-

tary or by another person pursuant to delegation by

9 the Secretary: Provided, however, That such review is

10 to be performed expeditiously and is to be completed

11 by no later than three months subsequent to the date

12 that written application is filed by the water authority

(c) the water authority pays to the Secretary the

costs reasonably incurred by the Secretary in conduct-

(3) the Secretary determines, on the basis of the
