<br />(c) The term "project" shall mean (i) any system or
<br />
<br />2 facilities (whether heretofore or hereafter constructed by a
<br />3 water authority or by any other entity), and real or personal
<br />4 property of any nature whatsoever, together with all parts
<br />5 thereof and appurtenances thereto, used or useful for the rec-
<br />6 lamation of arid lands or for irrigation purposes, for the gen-
<br />7 eration or transmission of electrical energy therefor, or for
<br />
<br />.'

<br />8 the development of potable water supplies and the storage,
<br />
<br />9 regulation, and distribution thereof for domestic, municipal,
<br />
<br />10 industrial, and other uses, including any renewals, replace-
<br />
<br />11 ments, modifications, additions, and betterments thereto, and

<br />12 all rights, interests, and facilities of every kind related or
<br />13 incidental thereto or necessary or desirable therefor, and (ii)
<br />
<br />14 any interest in, or right to the use, services, output, or cap,ac-

<br />16 (d) The term "water authority" shall mean any authori-

<br />17 ty or organization operating on either a multistate or

<br />18 statewide basis, any city, town, borough, county, parish, dis-

<br />19 trict, or department or agency of any thereof, or other politi- .
<br />
<br />20 cal subdivision, public body, or entity, including any conser-
<br />

<br />21 vancy district, irrigation district, water users' association,

<br />22 joint agency, or other similar organization created by or pur-

<br />,23 suant to the laws of any State of the United States, which is
