5.4 Flood Insurance Rate Map Description

The Flood Insurance Rate Map for Trinidad is, for
insurance purposes, the net result of the Flood Insur-
ance Study. This map (published separately) contains
the official delineation of flood insurance zones and
base flood elevation lines. Base flood elevation
lines show the locations of the expected whole-foot
water-surface elevations of the base (lOO-year) flood.
This map is developed in accordance with the latest
flood insurance map preparation guidelines published
by the Federal Insurance Administration. Where the
channel capacity of the tributaries is sufficient to
contain the 100-year flood, the special flood hazard
zone is limited to the width of the channel, and thus
cannot be shown on the Flood Insurance Rate Map. Base
flood elevations in these areas can be read directly
from the profiles.

6.0 OTHER STUDIES

The U. S. Army Corps of Engineers has completed a Flood
?lain Information Report for Trinidad, Colorado, and vicinity
that provides data for the Purgatoire River and Tributaries
(Reference 1). Other flood studies completed by the U. S.
Army Corps of Engineers are the Trinidad Reservoir Project,
Purgatoire River, Trinidad, Colorado; and the Arkansas River
Basin, Project Report, Pinon Canyon Dam, Trinidad, Colorado
(Reference 7).

The Soil Conservation Service has published a Watershed Work
?lan, Fishers Peak and Carbon Arroyos. Results were com-
patible with data presented here.

A flood Insurance Study for the unincorporated areas of Las
Animas County, by Gingery and Associates, Inc., produced
elevations on the Purgatoire River slightly different from
those originally produced for this study. As mentioned in
Section 3.1, flood profiles for the river were adjusted to
match this data.

A comparison between the Trinidad and the Las Animas County
studies revealed that the Las Animas County study had
incorrect corporate limits for Trinidad. This results in
an apparent disagreement between Purgatoire River flood
profiles for the city and the county. However, the profiles
are consistent and the incompatibility is in the corporate
limit designation due to Tri~idad'sannexation of areas with-
in Las Animas County along t~e Purgatoire River.

.

16
