<br />An important but detrimental aspect of the urban basin south of the <br />railroad embankment is limited ground slope, especially in the downtown <br />area, and the lack of a natural swale to convey water from Town. This <br />has resulted in the need for excavated ponds such as Lake Yuma, Legion <br />Pond, and Pheasant Ridge Pond. The urban basin north of the railroad <br />embankment has adequate fall or slope toward the south. However, the <br />railroad embankment results in flows being concentrated and directed <br />toward the east across Detroit Street. <br />Future Development <br />The portions of the urban basins considered developed in accordance <br />with the contract for this study were defined by consultation with the <br />Town Manager and Council. Basin D1 has been defined as being somewhat <br />more intensely developed but retaining the rural complexion that it <br />presently has. Basin D2 and C1c are already totally urbanized. Basin <br />CIa has been considered to remain in agricultural usage. Basin C1b which <br />is presently developed, was considered totally urbanized for the study. <br />Basin Cld, which is also totally in agriculture, has been found to be <br />closed with respect to runoff for the 100 year storm because of the <br />numerous large natural depressions. Basin C2 has been considered fully <br />developed with completion of the presently platted subdivisions. Also, <br />Basin C3 has been taken as totally developed for this study. Since <br />planning and construction of flood hazard alleviation measures will take <br />several years, the flows resulting from the extended development will <br />provide a reasonable basis for design. <br /> <br />-7- <br />
