..' .t'.

2

All data required to complete our review of this request were submitted with letters from Mr. Bunting and
Mr. Vancel S. Fossinger, P.E., Project Manager, JR Engineering.

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
FIS report. We have revised the FIRM and FIS report to modifY the elevations and floodplain and floodway
boundary delineations of the base flood along Pine Creek from approximately 850 feet downstream of the
outfall to approximately 7,800 feet upstream of Briargate Parkway and along North Pine Creek from
approximately 200 feet upstream to approximately 3,500 feet upstream of the outfall. As a result of the
modifications, the base flood elevations (BFEs) for both Pine Creek and North Pine Creek and the widths
of the Special Flood Hazard Areas (SFRAs), the areas that would be inundated by the base flood, and the
regulatory floodways increased in some areas and decreased in other areas. All increases in BFE, SFRA
width, and floodway width occur on the requester's property, and no insurable structures are affected by
these increases. Because the increases in BFE along North Pine Creek are too small to affect the whole-foot
BFEs shown on the FIRM, they will not be published in the local newspaper. The base flood is contained
within the storm drain system along North Pine Creek from just upstream to approximately 1,800 feet
upstream of the outfall and along Pine Creek from approximately 200 feet upstream of the outfall to
approximately 1,200 feet upstream of Briargate Parkway. As a result of the storm drain system, the SFRAs
for the above-mentioned reaches were removed from the FIRM, and the reach length along North Pine Creek
was shortened by approximately 680 feet. The modifications are shown on the enclosed annotated copies
of FIRM Panel(s) 08041C0507 F, 08041C0509 F, and 08041C0528 F; Profile Panel(s) 174P, 183P, and
184P; and affected portions of the Summary of Discharges Table and Floodway Data Table for Pine Creek
and North Pine Creek. This LOMR hereby revises the above-referenced panel(s) of the effective FIRM and
the affected portions of the FIS report, both dated March 17, 1997.

The modifications are effective as of the date shown above. The map panel(s) as listed above and as
modified by this letter will be used for all flood insurance policies and renewals issued for your community,

The following table is a partial listing of existing and modified BFEs:

Location

Existing BFE
(feet)*

Modified BFE
(feet)*

North Pine Creek:
Approximately 500 feet upstream of the
outfall of the storm drain

6,760

None

Pine Creek:
Approximately 200 feet downstream ofthe
outfall of the storm drain
At Briargate Parkway
Approximately 4,600 feet upstream of Briar gate Parkway
Approximately 7,800 feet upstream of Briar gate Parkway

6,734
6,765
6,876
None

6,732
None
6,873
6,956

*Referenced to the National Geodetic Vertical Datum, rounded to the nearest whole foot

Public notification of the proposed modified BFEs will be given in The Gazette on or about August 15 and
August 22, 2000. A copy of this notification is enclosed. In addition, a notice of changes will be published
in the Federal Register. Within 90 days of the second publication in The Gazette, a citizen may request that
FEMA reconsider the determination made by this LOMR. Any request for reconsideration must be based
