<br />EXHIBIT 2 <br /> <br />AUTHORITY <br /> <br />COLORADO WAWR CONSERVATION MAJID <br />FLOOD CONTROL AND FLOOD PHEVENTION Pl,OJECTS <br /> <br />IN THE STATE OF COLORADO <br /> <br />Chapter 265 Session laws ocr 1937 oreated the Colorado Water Ccnservation <br />Bcard for the general purpose of aiding in the protection and development <br />of the water resources of the state of Colorado, B.nd, with respect to <br />flood oontrol and flood pr'lvention proje cts, the Board is dire oted: <br /> <br />Seo. 11: "To prcmote the ()onservation of the waters of the State of <br />Colcrado in ordElr to seoure the greatest utilization of <br />such waters and the utmost prevention of floods; and in <br />particular, and withcut limiting the general character of <br />this section, the Board shall have power and it shall be <br />its duty:" <br /> <br />(a) "To foster and encourage irrigation districts (associations, <br />companies, eto.) and any otJoer agencies - - _;" <br /> <br />(b) "To assist suoh s.genoies in their f:lnancing, but not to lend <br />or pledge the credit or faith of the state of Colorado in <br />aid the re cf - - -;" <br /> <br />(0) "To devise and formulate methods, means and plans for bring- <br />ing abcut - the prevention of flood damages - - -;" <br /> <br />(d) "To gather data and info'rmation looking toward - - - the <br />prevention of floods and for this purpose to make investi- <br />gations and surveys;" <br /> <br />(e) "To oooperate with the United states and the B,genoies thereof <br />and with other state~ for the purpose of bringing about _ _ _ <br />the prevention of flood damages;" <br /> <br />(f) "To cooperate with the United States or 'my of the agencies <br />thereof, in the maki!lg of preliminary surveys, and sharing <br />the expense ther'3of 1'Then neoessary, respecting the engineer- <br />ing and eoonomio feasibility of any proposed. - - - flood <br />oontrol project witMn the State of Colorado - - -;" <br /> <br />(g) "To formulate and prepare drafts of leg;islation, state e,nd <br />federal, designed to assist i.n securing - - - protection <br />from f locd damage s ;" and <br /> <br />(j) "In general, to take such action and have such powers as may <br />be inoidental to the foregoing specific provisions and to <br />the general purp()ses of this Act - - _," <br />
