<br />. <br /> <br /> <br />COLORADO STATEWIDE <br />DRAINAGE AND FLOODPLAIN MANAGEMENT CRITERIA MANUAL <br /> <br />. <br /> <br />CHAPTER 4 <br />FLOODPLAIN <br />ADMINISTRATION <br />AND <br />.ELlNEATION <br /> <br />SECTION 3.0 <br />FEMA MAP <br />REVISIONS <br /> <br />CHAPTER 4 <br />FLOODPLAIN ADMINISTRATION AND DELINEATION <br /> <br />SECTION 3.0 <br />FEMA MAP REVISIONS <br /> <br />3.1 INTRODUCTION <br /> <br />The Federal Emergency Management Agency (FEMA) has been conducting Flood <br />Insurance Studies (FISs) and restudies to identify and delineate flood hazard areas <br />for the National Flood Insurance Program (NFIP) participating communities. Many <br />drainageways within the State of Colorado have been studied by FEMA, and the <br />FEMA designated floodplains are shown on the Flood Insurance Rate Maps (FIRMs). <br /> <br />The FIRM maps are used by local govemmental agencies in regulating the floodplain <br />developments and by insurance agents in determining flood insurance rates for <br />properties located within the FEMA flood hazard zones. The floodplain development <br />regulation criteria and the insurance rate are determined based on the flood hazard <br />zone designation on the subject property. Therefore, it is important to create and <br />maintain accurate floodplain information on the FIRM maps. The designated FEMA <br />floodplains and f100dways can be modified by submitting appropriate map revision <br />requests for the following general cases: <br /> <br />. Errors in the original floodplain delineation study <br />. Substantial change in the drainageway hydrology and <br />hydrauliCS <br />. Physical modifications that change the flooding <br />conditions <br />. Floodplain restudy using detailed modeling methods <br /> <br />This section is intended to provide practical guidelines to help <br />local agencies and engineers in selecting an appropriate <br />FEMA Map revision process for a given situation. For detailed <br />discussions on the map revision submittal requirements, <br />readers are referred to the following FEMA publications: <br /> <br />. Federal Emergency Management Agency, Appeals. <br />Revisions and Amendments to Flood Insurance <br />Maps. A auidebook for Local Officials (FIA-12) <br />. Federal Emergency Management Agency, NFIP <br />Reaulations. Title 44. Chapter 1. Parts 60. 65. 70. and <br />72, revised October 1999. <br /> <br />3.2 <br /> <br />FEMA MAP REVISION REQUEST SUMMITTALS <br /> <br />This section is <br />intended to <br />provide <br />practical <br />guidelines to <br />help local <br />agencies and <br />engineers in <br />selecting an <br />appropriate <br />FEMA Map <br />revision <br />process for a <br />given situation. <br /> <br />NFIP participating communities are required to make map revision request submittals <br />to FEMA for projects and developments that modify the FEMA designated floodplains <br />and f1oodways.
