This alternative evaluation of the Slonnwater facilities within the Diny Woman and
Crystal Creek Drainage Basins was authorized under the terms of the Agreement between the EI
Paso County and (County) and Kiowa Engineering Corporation, The agreement was approved
by the EI Paso County Board of County Commissioners July 22. 1991.

The purpose of the study is 10 idenlify feasible stormwater management plans to satisfy
the existing and furore needs within the Diny Woman and Crystal Creek Drainage Basins. The
specific scope of work for this study included the following lasks:
1. Meet with the County to: insure compliance Wilb the services required by this
agreement. obtain existing data and general information from panicipating entities.
solicit de~ircs of participating entities and olber interested agencies or groups in order to
develop alternate plans, procure current information relalive to development plans in the
basin, procure information relative to right-of-way limitations. proposed stonnwater
projects, potential haUU"ds due to flooding, and avoid duplication or effon whenever
possible by utilizing existing information availabJe from otheragenci cs.
