This request is being made as a result of over lot grading,
pond construction and wetland mitigation within the
University of Colorado at Boulder Research Park (UCBRP) along
Boulder Creek between Foothills parkway (Colorado Highway
157) and Colorado Avenue in the City of Boulder, Colorado
(Fig, 1), The 100-year storm discharge for fully developed
basin conditions was used as the design discharge for
delineation of the floOdp1ain/floodway boundaries,

The hydraulic analysis for this study has been prepared by
Love & Associates, Inc, (Engineer) for the project sponsor,
the UCBRP, As-built mapping used in this study was prepared
by GEONEX/DELTA of Denver, Colorado from aerial photography
taken on December 5, 1988, The 100-year floodplain and
floodway were originally delineated in a report prepared by
Muller Engineering Company, Inc, in January, 1983 (Ref, 1),
Hydrology for this submittal was obtained from the Flood
Hazard Area Delineation (FHAD) for Boulder Creek originally
performed by the U.S, Army Corps of Engineers and revised in
conjunction with the preparation of the 1983 FEAD,

1.3 Coordination

This LOMR request is a result of the construction of the
Drainage, Grading and Wetlands project at the UCBRP (Ref, 2).
The hydrology for the study has been accepted by the Urban
Drainage and Flood Control District (UD&FCD). Several
meetings and telephone conversations with personnel from FEMA
Region VIII, the City of Boulder (City), UCBRP and the UD&FCD
were held to coordinate the preparation of this report,
These meetings included an initial site walk-through in late
January, 1988 with representatives of FEMA Region VIII, the
Colorado Water Conservation Board (CWCB), UCBRP, UD&FCD, and
the City, Multiple design sessions with UD&FCD were held as
well as a preliminary design presentation at the site in mid-
May, 1988 with representatives of FEMA, UD&FCD, and the City,
A final design presentation was given to representatives of
