Box 791
Boulder, Colorado 80306

IA-RA-RS (102A)
Community: City of Boulder,
Colorado
Map Panel Number: 080024 0185 D
Effective Date:

Dear Mayor Jourgenson:

This is in response to a letter dated January 13, 1989, from Mr. David J.
Love, Love & Associates, Inc., regarding the effective Flood Insurance Rate
Map (FIRM) for the City of Boulder, Colorado. Mr. Love requested that we
revise the effective FIRM for the City of Boulder to reflect the conditions
approved in the conditional Letter of Map Revision (LOMR) issued on
October 28, 1988. The conditional LOMR was based on better topographic data
for Boulder Creek in the vicini ty of the Uni vel'S i ty of Colorado at Boulder
Research Park (UCBRP). In support of this request, Mr. Love submitted the
following:

o

A report entitled "Request for Letter of Map Revision - Boulder
Creek, for the University of Colorado at Boulder Research Park,"
dated January 1989, and prepared by Love & Associates, Inc.

o

Drawings entitled "Letter of Map Revision for the UCBRP Drainage,
Grading and Wetlands Improvements," prepared by Love & Associates,
Inc., which were composed of the following:

Sheet 1: Site Plan

Sheets 2&3: As-Built Mapping

In response to a telephone conversation on February 17, 1989, between
Ms. Nancy Love, Love & Associates, Inc., and a representative of our Technical
Evaluation Contractor, additional HEC-2 computer models were submitted that
analyzed the distribution ,of flows in the wetlands mitigation area at the
UCBRP.

We have completed our review of the data submitted with regard to the data
used to produce the effective FIRM for the City of Boulder. The FIRM has been
revised to modify the floodplain boundary delineations of a flood having a 1-
percent chance of occurrence in any given year (base flood) along the reach of
Boulder Creek between Arapahoe Boulevard and 30th Street in the vicinity of
the UCBRP. The basis for this revision is a revised hydraulic analysis using
better topographic data and the placement of fill in the area.
