Federal Emergency Management Agency Washington, D,C. 20472 NOV 2 7 2000 CERTIFIED MAIL RETURN RECEIPT REQUESTED IN REPLY REFER TO: Case No.:;f()().OS.357R The Honorable Noel Busck Mayor, City of Thornton 9500 Civic Center Drive Thornton, CO S0229 Community: City of Thornton, CO Community No.: OS0007 104 Dear Mayor Busck: This responds to a request that the Federal Emergency Management Agency (FEMA) comment on the effects that a proposed project would have on the effective Flood Insurance Rate Map (FIRM) for Adams County, Colorado and Incorporated Areas (the effective FIRM for your community), in accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated August 9,2000, Mr. Sam Sours, Gillans Incorporated, requested that FEMA evaluate the effects that proposed construction of The Haven at York subdivision project along South Wadley Creek would have on the flood hazard infonnation shown on the effective FIRM. The proposed project will include construction of a culvert at York Street, realignment of South Wadley Creek, and channelization from its confluence . with Big Dry Creek to the Union Pacific Railroad. All data required to complete our review of this request for a Conditional Letter of Map Revision (CLOMR) were submitted with letters from Mr. Sours. We reviewed the submitted data and the data used to prepare the effective FIRM for your community and detennined that the proposed project meets the minimum floodplain management criteria of the NFIP. We believe that, if the proposed project is constructed as shown on the plans entitled "South Wadley Creek Channel," prepared by Gillans Incorporated, dated May 17,2000, and the data listed below are received, a revision to the FIRM would be warranted. Because this request also affects the unincorporated areas of Adams County, a separate CLOMR for that community was issued on the same date as this CLOMR. The effective FIRM shows South Wadley Creek as a Special Flood Hazard Area (SFHA) designated Zone A, an area that would be inundated by the flood having a I-percent chance of being equaled or exceeded in any given year (base flood), with no Base Flood Elevations (BFEs) detennined. Construction of the proposed culvert and channelization project along South Wadley Creek will result in a decrease in the width of the SFHA. The base flood will be contained within the realigned and channelized portion of South Wadley Creek from its confluence with Big Dry Creek to the Union Pacific Railroad. .
