Floods causee very little damage until the works of man
invaded the flOOd plains. Throw.!"! bittor c:-:perier.ce, man has learned
that floods quite often cover portions of the flood plains, d~ging
or sweeping away roads, buildinqs, homes and often pose a severe
threat to hu~an life. ~he continuing growth of cities results in
ever-increasing encroach~ent of the flood plains.
OVer the years, reservoirs, channel improvement., levees,
and other flood-protection works have been constructed to protect
the works of man against the force of nature's floods. But encroach-
ment of tho flood plains has taken place faster than flOod-protection
works have been con~trUcted with the result that flood damages have
been steadily increasing acrogs the nation.
Despite the expenditure of tax funds running into
billions of dollars for flood control works, the increase in floce
damages has led to a new approach for reducing these da~dqes. Called
"flood plain mar.a<;cr.er.t," this newapproa-or. consists of applying COn-
trol~ over the us~ of land lying adjacent to ~he strc~~s. Land-use

attempt to reduce or eliminate flooding but ~s designed to mold the
