Throw.!"! bittor c:-:perier.ce, man has learned <br />that floods quite often cover portions of the flood plains, d~ging <br />or sweeping away roads, buildinqs, homes and often pose a severe <br />threat to hu~an life. ~he continuing growth of cities results in <br />ever-increasing encroach~ent of the flood plains. <br />OVer the years, reservoirs, channel improvement., levees, <br />and other flood-protection works have been constructed to protect <br />the works of man against the force of nature's floods. But encroach- <br />ment of tho flood plains has taken place faster than flOod-protection <br />works have been con~trUcted with the result that flood damages have <br />been steadily increasing acrogs the nation. <br />Despite the expenditure of tax funds running into <br />billions of dollars for flood control works, the increase in floce <br />damages has led to a new approach for reducing these da~dqes. Called <br />"flood plain mar.a<;cr.er.t," this newapproa-or. consists of applying COn- <br />trol~ over the us~ of land lying adjacent to ~he strc~~s. Land-use <br />cont,,-ol, most OftH.
