South of the mobil e <br />home park major flows breach the inadequate channel and inundate the nursery <br />area, Between Perry Street and Lowell Boulevard major flows spread out to <br />partially inundate a drive-in-theater and then combine with significant flows <br />from the City Park Basin (approximately twice the size of the 3207 Basin and <br />more fully developed l. The cul verts at both Perry Street and Lowell Boul e- <br />vard are undersized, having less than a 2-year flow capacity. <br /> <br />REACH 7 (Lowell Boulevard to Biy Dry Creek) <br />Reach 7 lies entirely within the City of Westminster and the immediate tribu- <br />tary area is undeveloped at present. Major flows overtop the embankments of <br />two existing ponds and affect a few agricultural out-buildings before reach- <br />ing Big Dry Creek. Because of the steep basin and channel slopes, Big Dry <br />Creek has little or no backwater effect on the Flow Area 3207. <br /> <br />There are no major flood hazard problems in Reach 7. Future land use in the <br />area is currently identified as Residential/Planned Unit Development. The <br />construction of the Brandywine Development north of 121st place at Lowell <br />Boulevard has resul ted in the addition of approximately 350 cfs additional <br />lOO-year flow into the 3207 basin from an area outside the basin. It has <br />been assumed that since the development is located near the basin outfall, no <br />significant increase in 100-year peak flows should occur, <br /> <br />8 <br />
