<br />CONSULTING ENGINEERING <br /> <br />33 <br /> <br />h. Sewer and water tunnels (free-air); <br />___i. Storm sewers and drains; <br />j. Sanitary sewers 24 in. and larger; <br />k. Water distribution lines 16 in. and larger; <br />1. Irrigation works, except pumping plants; and <br />m. Airports except as classified for Curve A. <br />The curves in Figs. 1 and 2 represent median compensation for the three <br />phases of the basic services described in Section II. For the purpose of establish- <br />ing charges for the separate phases the following ranges of allocations apply in a <br />very general way: <br /> <br />Preliminary Phase - up to 40% of basic compensation <br />Design Phase - up to 90% of basic compensation <br />Construction Phase - up to 15% of basic compensation <br /> <br />For each separate phase, the percentage charge from the curves (Figures I or <br />2) is applicable to the construction cost of the work authorized by the Client in <br />that phase. Once the percentage for each of the three phases (preliminary Phase, <br />Design Phase, and Construction Phase) has been agreed upon with the Client, <br />both the percentage and the scope of the phase should be clearly spelled out in the <br />agreement. It should be understood that each of these three separate per<;entages <br />for the Preliminary Phase, Design Phase and Construction Phase are to be used <br />as a multiplier to be applied to the value read from the curves in Figures I or 2. <br />For each separate phase the agreed percentage multiplied by the value read from <br />the curves is applicable to the construction cost for that particular phase. For <br />example, the work authorized for preliminary design may be greater than that <br />authorized for final design and construction. <br />The percentage charges from the curves are normally applicable to each con- <br />struction contract for which separate designs and contract documents are to be <br />prepared, or where different fields of construction are involved. <br />Partial payments for the preliminary and design phases usually are made at <br />monthly intervals, based on monthly statements submitted by the Engineer. <br />Partial payments in the construction phase are made monthly, usually on the <br />basis of contractor's monthly estimates. Charges for special services are usually <br />billed on a monthly basis. On small projects, the Engineer may prefer to bill <br />upon completion of each phase, or on some similar basis. <br /> <br />Time Overruns Beyond Control of the Engineer <br />Frequently the Engineer is required to extend the anticipated design period and <br />to continue technical observation services on construction contracts overrunning <br />the program schedule contemplated at the time of negotiation of the Engineer's <br />compensation. In most instances, the time element is beyond the control of the <br />Engineer. To provide for the contingency of overrun of time, the agreement <br />between the Client and the Engineer should state the period for which the <br />
