<br />FLOOD INSURANCE STUDY <br />CITY OF GRAND JUNCTION, MESA COUNTY, COLORADO <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study report revises and updates a previous <br />Flood Insurance Study/Flood Insurance Rate Map for the City of <br />Grand Junction, Mesa County, Colorado (Reference 1). This <br />information will be used by the City of Grand Junction to update <br />existing flOOdplain regulations as part of the regular phase of the <br />National Flood Insurance Program (NFIP). The information will also <br />be used by local and regional planners to further promote sound <br />land use and floodplain development. <br /> <br />In some states or conununities, floodplain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requirements. In such cases, the more <br />restrictive criteria take precedence and the State (or other <br />jurisdictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority <br />National Flood Insurance <br />Protection Act of 1973. <br /> <br />for this Flood <br />Act of 1968 <br /> <br />Insurance Study are the <br />and the Flood Disaster <br /> <br />The hydrologic and hydraulic analyses for the initial study were <br />performed by MSM Consultants, Inc., for the Federal Emergency <br />Management Agency (FEMA) , under Contract No. H-471D. This study <br />was completed in August 1980. <br /> <br />The hydrologic and hydraulic analyses for the restudy were <br />performed by J. F. Sato and Associates, the study contractor, for <br />FEMA under Contract No. EMW-89-C-2838. This analysis was completed <br />in June 1990. <br /> <br />1.3 Coordination <br /> <br />An initial consultation and coordination (CCO) meeting was held in <br />Grand Junction on March 22, 1978. This meeting, attended by <br />representatives of FEMA, the City of Grand Junction, and the study <br />contractor was held to discuss the nature and purpose of the study <br />and the scope and limits of work. <br /> <br />The following organizations were contacted and supplied information <br />used in the preparation of this report: the City of Grand <br />Junction; Colorado Water Conservation Board (CWCB); FEMA; u.S.
