We encourage you to disseminate the
information reflected by this LOMR throughout the community, so that
interested persons, such as property owners, local insurance agents, and
mortgage lenders, may benefit from the information. We also encourage you to
prepare a related article for publication in your community's local
newspaper. This article should describe the assistance that officials of
your community will give to interested persons by providing these data and
interpreting the NFIP maps.

The revisions are effective as of the date of this letter; however, within
90 days of the second publication in the Greeley Daily Tribune, a citizen may
request that the Federal Emergency Management Agency (FEMA) reconsider the
determination made by this LOMR. Any request for reconsideration must be
based on scientific or technical data. All interested parties are on notice
that, until the 90-day period elapses, the determination to modify the BFEs
presented in this LOMR may itself be modified.

Please note that the removal of the floodway in the above-referenced reach
does not relieve your community from administration of the provisions of
Section 60.3(c)(lO) of the NFIP regulations, which require the community,
when a regulatory floodway has not been designated, to allow no development
within Zones Al-A30 on the effective FIRM unless it is demonstrated that the
cumulati ve effect of the proposed development, when combined with all other
existing and anticipated development, would not increase the water-surface
elevation of the base flood more than 1 foot at any point within the
community. In addition, extra caution should be exercised to ensure that
proposed developments in the area north of 8th Street do not obstruct the
overflow and thereby increase the BFEs along the Cache La Poudre River.
