Specifically, this responds to a transmittal dated <br />November 29, 1993, from Mr. Robert A. Ferguson, Stormwater Department <br />Manager, Brown and Caldwell Consultants, regarding the effective FIS report, <br />Flood Insurance Rate Map (FIRM), and Flood Boundary and Floodway Map (FBFM) <br />for the unincorporated areas of Weld County, Colorado. Mr. Ferguson <br />requested that we revise the effective FIRM and FBFM to show the effects of <br />bridge reconstruction at Ash Avenue and 8th Street and more detailed <br />topographic information along the Cache La Poudre River from just downstream <br />of Ash Avenue to just upstream of 8th Street in the City of Greeley. A <br />separate Letter of Map Revision (LOMR) has been issued to describe <br />modifications to the effective FIS report, FIRM, and FBFM for the City of <br />Greeley. <br /> <br />All data required to complete our review of this request were submitted by <br />Mr. Ferguson with transmittals dated November 29, 1993, and February 10, <br />March 25, April 12, June 27, July 11, August 11, and September 12, 1994, and <br />with a letter dated January 20, 1994. Because this request is for public <br />benefit, fees were not assessed for the review. <br /> <br />We have completed our review of the submitted data and the flood data shown <br />on the effective FIRM and FBFM, and have revised the FIRM and FBFM to modify <br />the elevations and floodplain and flOodway boundary delineations of a flood <br />having a l-percent probability of being equaled or exceeded in any given year <br />(base flood) along the Cache La Poudre River from just downstream of <br />Ash Avenue upstream to 5th Street. <br /> <br />Our review of the available topographic and hydraulic data indicates that <br />approximately 35 percent of the base (lOO-year) flood discharge along the <br />Cache La Poudre River overtops the combined 8th Street and U.S. Highway 85 <br />embankments in the vicinity of the City of Greeley Water pollution Control <br />Facility and flows along the low-lying area north of 8th Street.
